Mratibu wa mashirika ya Umoja wa Mataifa nchini Tanzania na Mkurugenzi Mkazi wa Shirika la Mipango ya maendeleo la Umoja wa Mataifa (UNDP), Bw. Alvaro Rodriguez.

UMOJA wa Mataifa umetaka vyombo vya habari vya kitaifa na kimataifa kuhakikisha vinatoa taarifa zao kwa usahihi kuhusu maandalizi ya uchaguzi na uchaguzi wenyewe.

Kauli hiyo imetolewa na Ofisi ya Umoja wa Mataifa Dar es salaam, kufuatia taarifa iliyochapishwa na jarida moja kwamba UN inataka kujitoa katika kusaidia mandalizi ya uchaguzi nchini Tanzania.

Aidha alisema kwamba si kweli kuwa Umoja wa Mataifa haujaridhishwa na mwenendo wa maandalizi ya uchaguzi nchini Tanzania na kwamba Umoja huo utaendelea kushirikiana na serikali na vyombo vingine vya uchaguzi kuhakikisha uchaguzi unakwenda vyema.

Indian Ocean Newsletter ya Julai 10 mwaka huu ilichapisha habari iliyoandikwa na kichwa cha habari “State is facing electoral commissions negligence” na kusema kwamba Mratibu wa mashirika ya Umoja wa Mataifa nchini Tanzania na Mkurugenzi Mkazi wa Shirika la Mipango ya maendeleo la Umoja wa Mataifa (UNDP), Bw. Alvaro Rodriguez, haridhishwi na mwenendo wa maandalizi ya uchaguzi na uchaguzi wenyewe na kutishia kuondoa msaada wa mamilioni unaoratibiwa na UNDP kutoka kwa wahisani mbalimbali.

Aidha Julai 15, 2015, mtandao wa Jamii Forum ilitafsiri habari hiyo kwa Kiswahili na kuitawanya kwa wasomaji wake.

Aidha taarifa zilizotolewa na kijarida hicho na tafsiri yake iliyowekwa mtandao wa kijamii wa Jamii Forums hazikujengwa katika ukweli.

Pia Umoja wa Mataifa utaendelea kufanyakazi na mamlaka za Tanzania na wananchi wake na kuwa Uhusiano kati ya Umoja wa Mataifa na mamlaka za uchaguzi nchini Tanzania na Jumuiya ya kimataifa inayofadhili mradi wa DEP unawasilisha mahusiano muhimu miongoni mwa wadau mbalimbali wanaotaka kuwapo na uchaguzi huru na wa amani.

Alisema katika makubaliano kuna kamati ya mradi inayojumuisha wadau wote na ina wajibu kuongoza na kutoa mwongozo wa utekelezaji mradi huo kimkakati.

Maamuzi ya mradi huo hufanywa na kamati hiyo na kamati ya ufundi ya mradi iliyopo Bara na Zanzibar.

Kutokana na ukweli huo Umoja wa Mataifa unavitaka vyombo vya habari vya kitaifa na Kimataifa kuhakikisha kwamba inatoa taarifa za ukweli na za usahihi kipindi hiki cha maandalizi na uchaguzi wenyewe.

Background
The Democratic Empowerment Project is a three year project launched on the 12th of March 2013 and is directly executed by UNDP with UN Women and UNESCO through a donor basket fund. It follows two previous electoral support projects in Tanzania: the Electoral Assistance Project of 2005 and the Election Support Project of 2010. The USD 25m project has four main components, namely, a) supporting legal and institutional reforms; b) support improvement of Electoral Management body’s capacities(NEC and ZEC); c) promote inclusive participation in political and electoral processes, and d) support national peace infrastructures. More specifically, the project has been supporting both NEC and ZEC to improve their institutional capacity both in the context of the conduct of the voter registration process (but not the provision of the BVR kits which is the government’s responsibility) and the preparations for the 2015 general elections. DEP’s support has included technical and advisory services, staff training, voter education and stakeholder engagement. Such stakeholders include the Office of the Registrar of Political Parties, political parties, media, civil society and groups representing women, youth and people with disabilities. So far DEP has supported and implemented most of these activities either directly or via cooperation agreements with the electoral management bodies who execute specific activities directly in line with their mandate.
